MoU signed for enhanced outreach on HIV/AIDS Prevention

Department of Social Justice (DSJE), Ministry of Social Justice and Empowerment and National AIDS Control Organization (NACO), Ministry of Health and Family Welfare signed Memorandum of Understanding (MoU) for enhanced outreach On HIV/AIDS Prevention.

Key Highlights of MoU

Inclusion of target groups of NACO and National Action Plan for Drug Demand Reduction (NAPDDR) in the programmes of NACO and NAPDDR for awareness generation.

Enhance linkages and effective co-ordination between Integrated rehabilitation center for Addicts (IRCAs) supported by DSJE and Injecting Drug Users Targeted Intervention (IDUs-TI) supported by NACO.

Create awareness and educate people about ill-effects of drugs abuse on individual, family, workplace and society at large. Create awareness to reduce stigmatization of and discrimination against, individuals and groups dependent on drugs in order to integrate them back into the society;

Develop human resources and build capacity to strengthen service delivery mechanisms for effective drug addiction treatment.

Develop welfare scheme aimed at empowerment and social inclusion of Transgender which face extreme social alienation and enhance their vulnerability to drug abuse and HIV.

Address HIV transmission risks among all substance users through preventive risk reduction messaging on STI/HIV and linkages with Integrated Testing and Counseling Centre (ICTC) and other services.

Work towards empowerment of vulnerable and discriminated agroups like victims of HIV/AIDS, drug abuse, female sex workers, transgender and persons engaged in begging  by nurturing supportive and congenial environment promoting human development that safeguards human rights of all, provides social protection and rendering psycho-social care.

Include transgender and female sex workers as target group for social defence and drug addicts as target group for NACO.

Reduce incidence of social stigma and discrimination again victims of drug abuse and Children and People Living with HIV/AIDS through programme education setting.

About National AIDS Control Organization (NACO)

It is division of Union Ministry of Health and Family Welfare. It is mandated to provides leadership to HIV/AIDS control programme in India through 35 HIV/AIDS Prevention and Control Societies. It was constituted to implement India’s first National AIDS Control Programme (1992-1999) launched in 1992.
