Social media and encrypted messaging aid communication but are also misused for fraud, hate speech, radicalisation, deepfakes and coordinated violence, creating a security challenge without undermining privacy and free speech.

Measures adopted

• Legal/regulatory: IT Rules require intermediaries to remove unlawful content, appoint grievance officers and exercise due diligence; significant social media intermediaries face stronger compliance duties.
• Traceability: Under lawful orders, platforms may identify the first originator of harmful messages in specific cases, though this remains contentious for end-to-end encrypted services.
• Data protection: The DPDP Act, 2023 mandates reasonable security safeguards and better protection of user data.
• Institutional response: I4C, cybercrime portals, helpline 1930 and coordination with banks help detect scams, block mule accounts and recover funds.
• Judicial/global action: Courts have pushed faster takedowns of harmful content; the UK, EU Digital Services Act and counter-terror cooperation seek greater platform accountability.

Further remedies

• Use metadata analysis, device forensics and financial trail mapping instead of broadly weakening encryption.
• Deploy content-provenance tools and clear labels for AI-generated or edited media.
• Expand digital literacy, school awareness and public campaigns against scams and misinformation.
• Create single-window grievance redressal and victim support for urgent takedown and compensation.
• Ensure real-time coordination among platforms, police, CERT-In, banks and telecom firms.

A balanced approach combining firm regulation, faster enforcement, smarter technology and public awareness is needed to secure the digital ecosystem while protecting privacy and democratic freedoms.
