Karnataka Approves Project K-Monitor Survey

The Karnataka Cabinet approved Project K-Monitor on 29 October 2026 to assess the impact and delivery of welfare schemes across the state. The survey is estimated to cost ₹14 crore and will be led by the Karnataka Monitoring and Evaluation Authority (KMEA), with third-party survey agencies potentially engaged.

Survey Design and Coverage

The evaluation is planned over eight months in two phases. It will survey approximately 1 lakh respondents in the first phase and 60,000 in the second, covering all 224 Assembly constituencies in Karnataka. The two phases together involve about 1.6 lakh respondents.

The survey will collect feedback from beneficiaries and other members of the public. Its stated areas of assessment include scheme performance, beneficiary reach, implementation gaps, and social, educational and economic impacts. It will also examine challenges in delivering benefits and public satisfaction with programmes.

Five Guarantee Schemes

Project K-Monitor will cover government welfare programmes, including Karnataka’s five flagship guarantee schemes: Gruha Lakshmi, Gruha Jyothi, Anna Bhagya, Shakti and Yuva Nidhi. These programmes are among the schemes whose implementation and outcomes will be examined through the evaluation.

The government plans to use the findings to identify possible improvements in scheme design and delivery. It also intends to develop an efficiency index for its welfare programmes. The survey’s commencement date and the date for publication of its findings have not been specified.

Monitoring and Evaluation

Monitoring involves the regular tracking of a programme’s implementation and activities. Evaluation is a systematic assessment of a programme’s design, implementation and results. Public feedback, beneficiary data and outcome assessment can form components of a programme evaluation.

For a multi-department survey, common methods and indicators can support comparison across schemes. Project K-Monitor is planned as a state-wide exercise, with KMEA as the lead agency and the option of engaging third-party survey agencies.
