India and Vietnam Sign AI and Quantum Technology MoUs
India and Vietnam exchanged a Memorandum of Understanding in artificial intelligence and quantum technology on 19 May 2026 in Hanoi. The agreement was signed during a ministerial-level bilateral meeting between Indian Defence Minister Rajnath Singh and Vietnamese Minister of National Defence Phan Van Giang. The visit took place from 18 May to 19 May 2026 and coincided with the 136th birth anniversary of Ho Chi Minh.

India’s Military College of Telecommunications Engineering and Vietnam’s Telecommunications University signed the MoU on AI and quantum technology. Quantum technology uses principles of quantum mechanics and includes areas such as quantum computing, quantum communication, and quantum sensing.

An artificial intelligence laboratory was announced for Telecommunications University in Nha Trang, Vietnam. A Language Lab established with Indian assistance was jointly inaugurated at the Air Force Officers College in Vietnam. The Military College of Telecommunications Engineering is an Indian defence training institution associated with communications and electronics education.
