Open Budget Survey
The Open Budget Survey, published by International Budget Partnership, covers 117 countries to score and rank them based on the level of budget transparency. The countries are scored on a scale of 0 to 100 based on internationally comparable indicators. It evaluates whether the 8 budgetary documents of the central government is accessible to the public in a timely manner and whether it provides sufficient information.
Out of the 117 countries survey, New Zealand was the top performer with a score of 87 out of 100. Large developing countries like South Africa, Mexico and Brazil are among the top 6. The global average is 45.
India was given a score of 49 out of 100. The country is ranked at the 53rd position. The survey notes that India scores well in timely publishing and provision of relevant information aspects. However the transparency score was affected by the lack of a pre-budgetary statement and mid-year review in 2018-19.
