Champion Services Sectors

The Champion Services Sectors (CSS) initiative is a strategic policy framework launched by the Government of India to enhance the competitiveness and global presence of India’s service industries. Announced in 2018 under the aegis of the Department of Commerce, Ministry of Commerce and Industry, the initiative seeks to identify and promote key service sectors that have the potential to become global leaders and major contributors to India’s economic growth, employment, and export performance.
Background and Context
India’s economy is heavily driven by the services sector, which contributes over 50% of the Gross Domestic Product (GDP) and employs a significant proportion of the workforce. With the success of the information technology (IT) and business process management (BPM) industries, the Government recognised the need to extend similar policy attention to other high-potential service domains.
The Union Cabinet, chaired by the Prime Minister of India, approved the Champion Services Sectors Initiative in February 2018 with an allocation of approximately ₹5,000 crore to be implemented over five years. The objective was to support selected service segments through targeted reforms, ease of doing business, infrastructure support, and skill development to enhance exports and investment.
Objectives of the Initiative
The primary objectives of the Champion Services Sectors initiative are as follows:
- Enhancement of Service Exports: To increase India’s share in global services trade and boost foreign exchange earnings.
- Sectoral Competitiveness: To improve productivity, quality standards, and technological adoption in service delivery.
- Employment Generation: To create high-quality and sustainable employment opportunities, especially in knowledge and skill-based industries.
- Investment Promotion: To attract both domestic and foreign investment through liberalised policies and incentives.
- Regulatory Reforms: To remove procedural bottlenecks and simplify sectoral regulations for ease of doing business.
- Digital and Skill Transformation: To upgrade workforce skills in alignment with emerging global service demands.
Identified Champion Sectors
Initially, 12 Champion Service Sectors were identified as having high growth potential and comparative advantage in global markets. These sectors are:
- Information Technology (IT) and Information Technology Enabled Services (ITeS) – including software development, BPM, and digital innovation.
- Tourism and Hospitality Services – focusing on cultural, medical, adventure, and eco-tourism.
- Medical Value Travel (Health Services) – promoting India as a global destination for affordable, quality healthcare.
- Transport and Logistics Services – integrating multimodal logistics and improving port and supply chain infrastructure.
- Accounting and Finance Services – enhancing India’s role in global financial and auditing networks.
- Audio-Visual Services – supporting film, animation, gaming, and media content creation for global markets.
- Legal Services – promoting India as a hub for international arbitration and legal outsourcing.
- Communication Services – fostering telecom, data, and broadband infrastructure.
- Construction and Related Engineering Services – focusing on smart city, infrastructure, and architectural design projects.
- Environmental Services – advancing sustainable practices, waste management, and green technologies.
- Education Services – positioning India as a global destination for higher and technical education.
- Financial Services – expanding fintech, insurance, and capital market activities with global linkages.
Implementation Mechanism
The initiative is coordinated by the Department of Commerce, in collaboration with line ministries responsible for each identified sector. Each ministry is tasked with preparing an Action Plan to address sector-specific challenges and opportunities.
Key Components of Implementation:
- Institutional Framework: Inter-ministerial coordination through a high-level steering committee chaired by the Cabinet Secretary.
- Funding Support: Allocation of funds under the Services Exports from India Scheme (SEIS) and through the Dedicated Fund for Champion Services Sectors.
- Policy Interventions: Liberalisation of foreign direct investment (FDI), simplification of licensing processes, and expansion of global market access.
- Promotion and Branding: International marketing campaigns to enhance India’s reputation as a leading services exporter.
- Skill Development: Collaboration with the Skill India Mission and Sector Skill Councils to build a globally competitive workforce.
- Digital Infrastructure: Investment in broadband connectivity, e-governance, and digital innovation platforms.
Sector-wise Focus Areas
1. Information Technology and ITeS
India continues to be a global leader in IT services. The initiative supports artificial intelligence (AI), cybersecurity, cloud computing, and software product development, aiming to move up the value chain from outsourcing to innovation-driven solutions.
2. Tourism and Hospitality
The government promotes diverse tourism products through the Incredible India 2.0 campaign, improved visa facilitation (e-visa), and heritage conservation projects. The sector targets enhanced international arrivals and higher foreign exchange earnings.
3. Medical Value Travel
India’s affordable healthcare services, advanced medical facilities, and skilled professionals have positioned it as a preferred destination for international patients. Policy efforts focus on accreditation of hospitals, marketing medical tourism, and simplifying patient visa processes.
4. Transport and Logistics
This sector supports initiatives such as the Sagarmala, Bharatmala, and Dedicated Freight Corridors to improve logistics efficiency. The goal is to reduce transaction costs and enhance India’s ranking in the World Bank’s Logistics Performance Index (LPI).
5. Accounting and Finance
Reforms in auditing standards, certification quality, and digital accounting systems are designed to integrate Indian professionals into global financial markets.
6. Audio-Visual and Media
The initiative promotes India as a global content production hub, supporting animation, gaming, and post-production facilities through the creation of Media and Entertainment Parks and collaboration with international studios.
7. Legal Services
India aims to strengthen its legal process outsourcing (LPO) industry and promote arbitration centres like the Mumbai Centre for International Arbitration (MCIA) to attract global legal business.
8. Communication Services
Enhancement of telecommunication infrastructure and promotion of 5G and digital connectivity form the backbone of this sector’s growth.
9. Construction and Engineering Services
Focus areas include export of architectural design, project management, and consultancy services, alongside domestic capacity building in sustainable infrastructure.
10. Environmental Services
Emphasis is placed on green energy, pollution control, and waste management technologies to position India as a provider of sustainable environmental solutions.
11. Education Services
The initiative supports international collaborations, twinning programmes, and the establishment of global campuses under the National Education Policy (NEP) 2020. It aims to increase foreign student enrolment in Indian institutions.
12. Financial Services
The development of the International Financial Services Centre (IFSC) at GIFT City (Gujarat) has been a key driver, enabling cross-border financial activities and promoting fintech innovation.
Achievements and Progress
Since its inception, the Champion Services Sectors initiative has achieved notable progress:
- Increased services export earnings, contributing to a surplus in India’s trade balance.
- Enhanced Ease of Doing Business in service industries through regulatory simplification.
