CAG Flags Kerala Slaughterhouse and Veterinary Check Failures

The Comptroller and Auditor General of India has reported failures in slaughterhouse regulation, veterinary inspections and pollution control in Kerala. Its audit covers the period ended March 2024 and examined grama panchayats, block panchayats and municipalities.

Audit findings

Most local bodies lacked basic slaughterhouse facilities, while enforcement agencies failed to carry out mandatory inspections or monitor meat supply chains. The CAG warned that red meat sold to consumers could have come from illegal slaughterhouses, unexamined animals or unauthorised stalls operating on unsanitary floors.

Thousands of pigs were slaughtered without veterinary oversight. Border check posts lacked veterinary staff, and food safety officers and the Pollution Control Board failed to follow statutory inspection schedules. Pollution-control consents were renewed despite serious deficiencies, while wastewater was discharged into underground pits, risking groundwater contamination.

Accountability

The CAG urged the Kerala government to fix accountability on officers who failed to enforce penalties against unauthorised slaughterhouses and meat stalls.

Important Facts for Exams

  • Sanitation infrastructure: Slaughterhouse hygiene provisions can require a specialised water supply to clean blood and offal from operating areas.
  • Animal-flow design: Sweeping curves in animal pens can channel a herd into single file while limiting each animal’s view ahead and encouraging forward movement.
  • Inspection scope: Meat inspection covers food-safety measures intended to prevent spoilage in both raw and processed meat.
  • Aquifer plume: Pollutants entering groundwater can form a plume within an aquifer, with water movement and dispersion spreading contamination over a wider area.
