Why is it said that rural India will have to pay for better electricity?

The government data in India suggests that the rural parts of India are nearly electrified although the data presented by many surveys and other kinds of external research shows otherwise. It has been seen that many households do not have enough electricity and the ones which actually get it only receive it intermittently. This is due to the dismal financial state of the electricity distribution companies. Latter have in turn been affected by non-payment of bills. It has been found that many rural households have expressed their willingness to pay.
However, the government should be addressing the root cause of better quality of discoms and power supply which will further lead to improved electricity access. This will further push the demand and make people connect to the grid even at higher prices. This will be able to plug the gap between the poor financial health of discoms.
