Critically discuss the introduction of private investment in Indian Railways taking examples of the experience of the western countries?

Investment in railways under various arenas like wagon procurement and leasing, freight trains and container operations, terminals and warehousing facilities etc are high capital investments and due to instability of governments in India this sector has remained far away from outside investors.
Railways are the backbone of the country with crore of commuters on daily basis. It also includes daily commuters such as small grocers, farmers and students, teachers and other working class who undergo a comprehensive up-down through railways. So, partial disinvestment for better technology with maximum control in hands of government is a better option than complete privatization.
