Notes:
India has been ranked 51st globally in terms of ability to attract, develop and retain talent while Switzerland topped the list compiled by leading global business school IMD. The annual IMD World Talent Ranking covered 63 countries and assessed the methods the countries adopted to attract and retain talent. The rankings are based on a country’s performance in three main categories – investment and development, appeal, and readiness – and India was ranked 62nd, 43rd and 29th on these terms. Globally, Europe continues to dominate the rankings, with Switzerland, Denmark, and Belgium being the most competitive countries. Austria, Finland, the Netherlands, Norway, Germany, Sweden and Luxembourg made up the top 10.

India and Russia have recently agreed to implement the general declaration for visa free entry of the crew of chartered and scheduled flights between the two countries. A pact on the issue was signed here recently by officials of the two countries. The agreement will facilitate visa-free entry, stay and exit of crew of aircraft of the designated airlines as well as other aircraft companies operating chartered and special flights in the respective territories on reciprocal basis. According to official estimates, around 1,200 scheduled flights ply between India and Russia every year. Moreover, about 1,100 Russian chartered flights arrive in India every year. A majority of them land in Goa with Russian tourists.

The Union Ministry of Health and Family Welfare is observing ‘Vasectomy Fortnight’ from November 21 to raise awareness about male sterilisation and to promote the participation of men in family planning. Under this awareness campaign, all states and union territories will observe Vasectomy Fortnight till December 4, 2017 by providing quality of male sterilization services at public health facilities. The theme for this campaign is “Zimmedar Purush ki yehi hai Pehchan, Parivar Niyojan mein jo de Yogdaan”. The Vasectomy fortnight will be observed up to block level with a focus on family planning service delivery along with information, education, communication, and advocacy.

Shubhangi Swaroop, a native of Bareilly in Uttar Pradesh, has become the first-ever female pilot to be inducted into the Indian Navy and will soon be fly Maritime Reconnaissance aircraft. Besides Swaroop, Astha Segal from New Delhi, Puducherry’s Roopa A and Sakthi Maya S from Kerala also created history by becoming the country’s first women officers at the Naval Armament Inspection (NAI) branch of the Navy. They are among the 328 midshipmen and cadets who had passed out of the Ezhimala Naval Academy in Kerala on November 22, 2017. All the four will be undergoing subsequent professional training in their respective chosen branches before being employed on duty. The NAI branch looks after the inspection and assessment of the arms and weapons of the country’s naval force.

The Rowa Wildlife Sanctuary (RWS) is located in Tripura and covers an area of only 0.86 square kilometres. The sanctuary is known for varies rare species plants and animals providing immense scope for the botany and zoology experts. According to statistics, the small sanctuary is a safe abode for 150 species of birds, wild beasts and primates.

The first- ever North East Development Summit (NEDS) 2017 was inaugurated by President of India Ram Nath Kovind in Imphal, Manipur, which was held on November 21-22, 2017. The NEDS 2017 was jointly organized by Manipur State Government in collaboration with Union Commerce Ministry and India Foundation. The main purpose of this summit was to showcase the economic potential and to attract investments in food processing, bamboo industry, real estate and other businesses within the state. During the course of this Summit, approx 20 Memorandum of Understandings (MoUs) were signed between various Departments of Manipur State Government and National and International Companies/Investors. Approx 175 delegates including various foreign delegates attended the event.

The Rani Jhansi Marine National Park (RJMNP) is located in the Andaman and Nicobar Islands in the Bay of Bengal and covers an area of 256.14 square kilometres. It was founded in 1996 and commemorates Lakshmibai, the Rani of Jhansi (1828-58). The park provides shelter to some very crucial wildlife and habitats which include Dugongs, Crocodiles, Marine Life, Coral Reefs, Mangroves, Terrestrial Moist forest and birds. It is an area which is strictly reserved for the betterment of the wildlife & biodiversity, and where activities like developmental, forestry, poaching, hunting and grazing on cultivation are not permitted. Their boundaries are well marked and circumscribed.

Jon Hendricks (96), the legendary jazz singer and lyricist, has passed away in New York, United States on November 22, 2017. Hendricks found fame in the 1950s and ’60s teaming with Dave Lambert and Annie Ross. The Jazz singer wrote the lyrics to existing Basie songs, and the three recorded their own voices in layers instead of using backup singers. The trio’s first album, “Sing a Song of Basie,” won acclaim for its use of vocalese, in which the voices mimic the instrumental parts. Others experimented with vocalese before Hendricks, but he is widely regarded as the father of the spirited singing style for popularising it. After the group broke up in 1962, he pursued a solo career in London, worked as a jazz critic in San Francisco and released several solo albums.

Sathiyan Gnanasekaran, an Indian table tennis player from Tamil Nadu, has clinched the men’s singles gold medal at the 2017 ITTF Challenge Spanish Open in Almeria, Spain. Sathiyan beat Japan’s Kazuhiro Yoshimura 11-7 3-11 11-6 6-11 13-11 11-7 in the men singles final on November 26, 2017. He is currently being supported by the Go Sports Foundation through the Rahul Dravid Athlete Mentorship Programme.

Under the chairmanship of NK Singh, who is the former bureaucrat and ex-Member of Parliament, the 15th Finance Commission has been constituted by the Union Government. The Commission will make recommendations for the five years commencing 1st April 2020. It will recommend devolution of shareable central taxes to the States and will also review several important aspects of federal fiscal finance. It will also look at the impact of the GST, including payment of compensation for possible loss of revenues for 5 years. Former Secretary Economic Affairs Shaktikanta Das and Adjunct Professor of Georgetown University, Dr Anoop Singh will be the members of the Commission. Chairman of Bandhan Bank, Dr Ashok Lahiri and NITI Aayog Member Dr Ramesh Chand will be the Part-time members. Arvind Mehta will be the Secretary to the Commission. The Commission will make its report available by 30th October 2019.
