Maharashtra’s New Electric Vehicle Policy 2025

Maharashtra has introduced a comprehensive electric vehicle (EV) policy aimed at increasing EV adoption. This policy seeks to alleviate range anxiety and enhance charging infrastructure. The state government has allocated ₹1,995 crore to this initiative, doubling the previous funding.

Increased Incentives and Categories

The new policy expands the categories eligible for incentives from five to thirteen. This includes cars, two-wheelers, three-wheelers, state-run buses, and now heavy commercial vehicles like trucks and private buses. The incentives range from ₹10,000 for two-wheelers to ₹20 lakh for electric buses.

Charging Infrastructure Development

Maharashtra plans to establish charging stations every 25 kilometres. The government will collaborate with oil marketing companies to integrate charging options at fuel stations. It aims for 60-70% of petrol pumps to offer EV charging facilities. Additionally, all new residential complexes will be required to include charging infrastructure.

Toll Exemptions for Electric Vehicles

The policy introduces toll-free travel for electric four-wheelers and buses on major highways, including the Mumbai-Pune Expressway. A phased implementation will see a 50% toll rebate on state and national highways. This initiative is designed to encourage more people to switch to electric vehicles.

Subsidies for EV Purchases

Subsidies have been introduced to make EVs more affordable. Electric two-wheelers and three-wheelers can receive up to a 10% subsidy. For electric goods vehicles and tractors, the rebate can be as high as 15%. This financial support aims to boost the market share of EVs.

Focus on Sustainability

The policy aligns with Maharashtra’s goal of achieving 30% EV registrations by 2030. The state accounted for 12% of India’s total EV sales in 2024. The government aims to enhance production capacity and expand charging networks to meet growing demand.

Battery Recycling Initiatives

The urban development department will designate areas in waste management zones for recycling old EV batteries. This step is crucial for promoting sustainability within the EV ecosystem. It ensures that the environmental impact of battery disposal is managed effectively.

Current EV Landscape

As of January 2025, Maharashtra has 48.8 million vehicles on the road. The number of battery electric vehicles registered has risen , indicating a growing acceptance of EVs among consumers. The state is positioned as a leader in EV sales, following Uttar Pradesh.
