India’s Balanced Approach on Afghanistan at UN

India recently abstained from voting on the United Nations General Assembly draft resolution on Afghanistan. The resolution, introduced by Germany, addressed the ongoing situation in Afghanistan after the Taliban takeover in 2021. India’s decision reflects its nuanced stance on post-conflict engagement and regional security concerns.
India’s Abstention Explained
India chose not to support or oppose the resolution. Its Permanent Representative to the UN, Ambassador Parvathaneni Harish, stated that a business as usual or solely punitive approach is unlikely to succeed. India advocates for a mix of incentives and disincentives to encourage positive behaviour in post-conflict Afghanistan. This balanced approach contrasts with strict sanctions or isolation.
Focus on Terrorism and Regional Security
India emphasises the need to prevent Afghanistan from becoming a safe haven for terrorist groups. The country urges the international community to ensure that entities such as Al Qaeda, ISIL, Lashkar-e-Taiba, and Jaish-e-Mohammed do not exploit Afghan territory. India’s concerns implicitly show the role of regional sponsors who facilitate terrorism, pointing to Pakistan’s involvement.
Regional Cooperation and Education
The UN resolution stresses the importance of regional partners in Afghanistan’s stability. Countries like India, Iran, and Turkiye contribute by offering educational opportunities to Afghan students. Regional programmes in Central Asian countries also support Afghan access to higher education. These initiatives demonstrate solidarity and investment in Afghanistan’s future.
Taliban Engagement and Economic Integration
The resolution urges the Taliban to establish mechanisms for cooperation with international and regional actors. It recognises Afghanistan’s potential role as a land bridge connecting Central and South Asia. Regional economic cooperation and connectivity projects are seen as vital for Afghanistan’s development, peace, and stability.
India’s Humanitarian and Development Efforts
India prioritises humanitarian aid and capacity-building in Afghanistan. Since 2021, India has provided over 50,000 metric tonnes of wheat, medicines, vaccines, and other essential supplies. It supports drug rehabilitation programmes, especially for women, in partnership with the UN Office on Drugs and Crime. India also offers scholarships to Afghan students, with around 2,000 beneficiaries since 2023, including nearly 600 women.
India’s Long-Term Commitment
India’s engagement includes more than 500 development projects across Afghanistan’s provinces. These projects span health, food security, education, and sports. India’s approach aims to support the Afghan people while encouraging regional stability and cooperation.
