Himachal Pradesh’s Progress In National Achievement Survey

The National Achievement Survey (NAS) 2025 results revealed a surprising shift in India’s educational landscape. Himachal Pradesh jumped from 21st place in 2021 to the top five. Punjab and Kerala maintained their leading positions. Himachal’s sharp rise by 16 ranks attracted widespread attention. This marks turnaround for the State’s public education system.

What Is the National Achievement Survey?

The NAS is a nationwide assessment conducted every three years by the Ministry of Education. It measures learning outcomes of students in government and government-aided schools. The survey covers Classes 3, 5, 8, and 10. Core subjects tested include language, mathematics, and science. NAS provides data to help States improve education policies. However, it mainly assesses easily testable skills. Broader educational goals like critical thinking, emotional growth, civic awareness, and equity are not measured.

Significance of Himachal Pradesh’s Rise

Himachal’s rise is important as it reverses a long period of decline. Historically, the State had a strong public education system, especially after efforts by Y.S. Parmar, the first Chief Minister. Post-liberalisation, public schools weakened due to poor teacher recruitment and low academic standards. Many students shifted to private schools, even in remote areas.

Key Reforms Driving Improvement

The current government led by Sukhvinder Singh Sukhu introduced reforms to revive education. Recognising demographic changes like falling fertility rates, over 1,000 under-enrolled schools were merged. This allowed better use of teachers and infrastructure. The entire school system was unified under one directorate for better coordination. Schools gained more decision-making power, increasing student ownership. Teachers and students received opportunities for national and international exposure. A cluster-based school management model encouraged resource sharing and community involvement.

Limitations of NAS

While NAS reflects academic progress, it does not capture socio-emotional well-being or quality of teacher-student relationships. It overlooks community engagement and holistic learning. There is a risk of equating test scores with overall education quality. Himachal’s success should be seen as a step towards restoring trust in public education rather than a final achievement.

Future Challenges

Himachal Pradesh must build on its gains by regularising teacher appointments to ensure stability. Expanding assessments beyond academics will help address holistic development. Special focus is needed to include rural and marginalised students. Sustained political and administrative commitment will be vital to deepen reforms and maintain progress.
