Luiz Inácio Lula da Silva has won Brazil’s presidential election by a small margin of 2 million votes thereby defeating incumbent Jair Bolsonaro.
Although the Left-wing former leader Lula wins presidency, incumbent far-right contender Jair Bolsonaro has not conceded his defeat yet. The election marked the first time that the sitting president failed to win re-election.

The ‘Global Climate Observing System (GCOS)’ conference was organised in Darmstadt, Germany. It was hosted by Exploitation of Meteorological Satellites (EUMETSAT) and co-sponsored by the World Meteorological Organization (WMO), Intergovernmental Oceanographic Commission of UNESCO, UNEP, and International Science Council.
As per the declaration of the conference, sustainable and long-term funding is essential to ensure the continuity and expansion of observations.

Meghalaya government signed an MoU with the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGFTMSE), to facilitate flow of credit to the MSE sector.
The MoU was signed CGTMSE under the Union Ministry of MSME to implement the ‘Meghalaya Credit Guarantee Scheme’. Currently, loans taken by MSME borrowers are covered under CGTMSE against a risk coverage of 75 per cent of the loan amount under various MSME schemes.

The United Nations, Turkey and Ukraine agreed to implement a Black Sea grain deal despite Russia’s withdrawal from the agreement.
Black Sea grain Initiative was launched by Russia, Turkey, Ukraine, and the United Nations in July 2022 to enable the resumption of exports from Ukraine of grains, food products and fertilizer through a humanitarian corridor from Ukrainian ports in the Black Sea.

World Cities Day is celebrated on October 31 every year to highlight the need for international cooperation to promote global urbanisation.
A different city hosts the event each year and China’s Shanghai is hosting the event this year. ‘Better City, Better Life’ has been the general theme of World Cities Day since its inception. The sub-theme this year is ‘Act Local to Go Global.’

Union Minister of Commerce and Industry Piyush Goyal had a virtual meeting with his Australian counterpart.
The Meeting was held to discuss the status of ratification of IndAus ECTA (India-Australia Economic Cooperation and Trade Agreement), which was signed in April 2022. The pact’s early implementation was also deliberated upon.

‘Operation Vigilant Storm’ is a Defence exercise conducted between USA and Republic of Korea (South Korea).
The four-day training exercise involves hundreds of aircraft and designed to enhance combat readiness and interoperability. The exercise has sparked opposition from North Korea’s Foreign Ministry.

Department of Youth Affairs and Sports and its affiliate organizations namely Nehru Yuva Kendra Sangathan (NYKS) and National Service Scheme (NSS) organized Unity Runs on the birth anniversary of Sardar Vallabh Bhai Patel in all districts.
Union Minister for Youth Affairs and Sports Anurag Thakur flagged off the Run for Unity from Mohali, Punjab. Across the country, 90,122 Runs for Unity were organized with participation of 55.32 Lakh, to generate awareness among citizens about the essence of national unity.

The Central Board of Direct Taxes (CBDT) has invited stakeholder comments on the proposed new common ITR form.
At present, taxpayers are required to furnish their Income-tax Returns in various forms including ITR-1 to ITR-7 depending upon the type of person and nature of income.  The draft proposes to introduce a common ITR by merging all the existing returns of income except ITR-7.

The Cabinet Committee on Economic Affairs (CCEA) approved nutrient-based subsidy (NBS) rates for P&K fertilisers for the 2022-23 rabi season.
The government approved a subsidy of Rs 51,875 crore for phosphatic and potassic (P&K) fertilisers for the second half of 2022-23. The scheme is implemented by the Ministry of Chemicals and Fertilisers. The government makes available fertilisers to farmers at subsidised prices through fertiliser manufacturers/importers.
