Expert panel to assess Backwardness of States

Following the Budget announcement, the Union Government has set up an expert panel under the chairmanship of Raghuram G Rajan, Chief Economic Adviser to evolve a composite index to measure backwardness of states. The move has come amid demands from Bihar to get special status. To determine the backwardness of the States measures like distance of the State from the national average under criteria such as per capita income and other human development indicators will be considered besides evolving a Composite Development Index of States.

What are the present criteria for determining the backwardness of States?

The present criteria for determining backwardness are based on terrain, density of population and length of international borders.
