Annual Survey of Services Sector Enterprises (ASSSE)

The Ministry of Statistics and Programme Implementation (MoSPI) recently conducted a pilot study on the Annual Survey of Services Sector Enterprises (ASSSE). This initiative aims to gather vital data on India’s incorporated service sector. The study is a precursor to a comprehensive survey set to begin in January 2026. It focuses on enterprises registered under various corporate laws, utilising data from the Goods and Services Tax Network (GSTN). This pilot study marks step in enhancing India’s statistical capabilities. It aims to fill the data gap in the incorporated service sector, which is crucial for understanding its contribution to the economy and employment.

Objectives

The primary goal of the pilot study was to test operational processes. This included assessing enterprise responses and the clarity of survey instructions. The study aimed to verify the suitability of the GSTN database as a sampling frame. It also sought to evaluate the effectiveness of the questionnaire and the availability of key data from enterprise records.

Structure of the Survey

The pilot study employed a two-phase approach:

  • Phase I involved verifying and updating information from 10,005 enterprises from May to August 2024.
  • Phase II, conducted from November 2024 to January 2025, focused on 5,020 selected enterprises.

Data collection was facilitated through Computer-Assisted Personal Interviewing (CAPI) techniques.

Key Findings

  • The pilot revealed that 82.40% of the surveyed enterprises were Private Limited Companies.
  • Public Limited Companies and Limited Liability Partnerships each accounted for about 8%.
  • Larger enterprises, those with output exceeding ₹500 crores, dominated in asset ownership and value addition. However, they only represented a smaller portion of total employment compared to smaller enterprises.

Employment and Compensation

Enterprises with an output below ₹500 crores constituted 63.03% of total employment. They also accounted for 36.84% of total compensation, indicating role in job creation. The Trade sector notably reported the highest percentage of enterprises with additional places of business.

Challenges Faced

The study encountered challenges in data collection, particularly with enterprises headquartered in other states. Efforts were needed to obtain accurate data from centralised records. Despite these challenges, most enterprises were cooperative and provided the necessary information.
