Andhra Pradesh’s Self-Certification Scheme for Building Permits

The Government of Andhra Pradesh introduced the Revised Guidelines for Building Permissions under the Self-Certification Scheme (SCS) 2025 on July 13, 2025. This initiative aims to simplify and speed up the building permission process, enhancing ease of doing business and boosting the real estate sector. The scheme promotes safety, inclusivity, environmental sustainability, and economic growth by reducing regulatory burdens and encouraging investment.

Objectives

The SCS 2025 focuses on creating a safe and inclusive building environment. It supports sustainability and aligns with national efforts like the Special Assistance to States for Capital Investment (SASCI) 2025-26. The scheme aims to encourage an investor-friendly atmosphere by cutting down compliance requirements and streamlining procedures.

Delegation of Authority and Trust-Based System

A key feature of the SCS is the delegation of enforcement powers to Licensed Technical Persons (LTPs) and citizens. This trust-based approach allows applicants to begin construction immediately after permission is granted through the Online Building Permission System (OBPS). The system processes applications and issues permissions instantly upon fee payment.

Online Building Permission System (OBPS)

The OBPS digitises the entire permission process. LTPs submit building plans, documents, fees, and mortgage details online. A self-certification proforma signed by the applicant and LTP confirms the authenticity of submitted information. This eliminates the need for supervisory checks by Town Planning officials, speeding up approvals.

Scope and Applicability

Initially, the SCS applies to non-high-rise residential buildings on plots up to 4,000 square metres. It covers approved layouts, regularised land schemes, village sites, and redevelopment of older buildings. White category industries with site areas up to 500 square metres are also included. The scheme is valid across all Urban Local Bodies and Gram Panchayats under Urban Development Authorities, excluding the capital city area, for sites above 300 square metres.

Responsibilities of Stakeholders

Building owners must ensure compliance with the approved plan during construction. LTPs are responsible for verifying that documents are accurate and plans meet zoning and building regulations. Both parties bear accountability to prevent misrepresentation and maintain adherence to Andhra Pradesh Building Rules, 2017.
