Tamil Nadu Constitutes Investment Promotion Commission

The Tamil Nadu government constituted the 20-member Tamil Nadu Investment Promotion Commission (TNIPC) on November 3, 2026, to facilitate and promote investment in the state. The Tamil Nadu Business Facilitation (Amendment) Act, 2026, which came into force that day, enabled its creation under Section 16-A of the Tamil Nadu Business Facilitation Act, 2018.

Composition and investment mandate

The Chief Secretary chairs the commission. The Secretary in charge of Industries, Investment Promotion and Commerce is its Member-Convener. Members include secretaries for Finance, MSME, Energy, Environment, IT and Digital Services, Municipal Administration, Housing and Urban Development, and Commercial Taxes; the Commissioners of Land Reforms and Land Administration; the Member-Secretary of the Tamil Nadu Pollution Control Board; and the Managing Director and CEO of Guidance Tamil Nadu.

The TNIPC will review large, strategic and high-impact investments involving proposed capital of at least ₹200 crore or expected employment of at least 5,000 people. It will focus on attracting and converting investments linked to Free Trade Agreements (FTAs) and from people of Tamil origin overseas. The state aims to turn commitments into projects, commercial operations and jobs within predictable timelines, as it pursues a $1.5 trillion economy by 2036. The commission brings 22 state laws under a common facilitation framework, with a target of 21 days for standard regulatory clearances, excluding public and local holidays. Its proposal was outlined in the Governor’s Address and recommended by Guidance Tamil Nadu.
