Samarth Portal to Expand Panchayat Fiscal Management

The Samarth Panchayat portal is a digital platform developed by the Ministry of Panchayati Raj for managing Own Source Revenue (OSR) in Gram Panchayats. The portal supports online demand generation, digital payment collection, asset management, and real-time monitoring of revenue performance across local bodies.

Own Source Revenue in Panchayats

Own Source Revenue refers to tax and non-tax receipts collected directly by Panchayats under local finance provisions. These receipts include property-related charges, user fees, and other local levies collected at the Gram Panchayat level.

Portal Features and Functions

The Samarth portal digitises OSR collections and provides online payment facilities for Panchayats. It also maintains records of panchayat-owned assets and creates a centralised database for revenue monitoring. The portal enables generation of demand notices, registration of taxpayers, and mapping of properties linked to local revenue systems. As of 3 May 2026, the dashboard showed 15,110 Gram Panchayats with submitted resolutions, 4,826,187 taxpayers, and 938,928 registered properties.

State Rollout and Pilot Coverage

The portal has already completed pilots in Chhattisgarh and Himachal Pradesh. The Centre plans to expand the rollout to Assam, Uttar Pradesh, and Maharashtra in 2026. Himachal Pradesh made the SAMARTH portal mandatory for all 3,616 Gram Panchayats from 1 April 2026 for OSR management.
