Rajya Sabha Passes MSME Development Amendment Bill
The Rajya Sabha passed the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 on 3 August 2026. The Bill amends the Micro, Small and Medium Enterprises Development Act, 2006 and introduces changes related to delayed payments, dispute resolution, digital registration, and enforcement for the MSME sector.

Key Provisions of the Amendment Bill
The Bill requires every central public sector enterprise to settle invoices for procurement from MSMEs through the Trade Receivables Discounting System, also known as TReDS. It also provides for a national digital platform for free and voluntary registration of MSMEs, while states may create complementary digital platforms. The Bill allows courts to direct buyers to deposit at least 50% of the awarded amount to an MSME supplier if an appeal remains pending for more than six months. It also replaces some conviction-based penalties with a graded enforcement framework that begins with warnings for first-time violations.
Dispute Resolution and Legal Procedure
The Bill introduces a timeline of 30 days for arbitration references when mediation fails. It also requires arbitral awards to be made within 90 days from the completion of pleadings. The amendment seeks to strengthen the legal framework for delayed payment disputes under the 2006 Act. It also aims to improve cash flow and financial stability in the MSME sector through faster settlement mechanisms.
