Textile PLI Scheme Reopens with ₹100 Crore Turnover Threshold
The Ministry of Textiles will reopen the application window for Round 4 of the Production Linked Incentive (PLI) scheme for textiles from 1 November to 31 December 2026. The minimum turnover requirement under Part 2 has been reduced from ₹200 crore to ₹100 crore.
Production Linked Incentive scheme
A Production Linked Incentive scheme provides incentives linked to production or sales of specified goods. The textiles scheme covers Man-Made Fibre (MMF) apparel, MMF fabrics and specified technical textile products. Its stated objectives include boosting domestic manufacturing, attracting investment, generating employment and strengthening India’s position in global textile value chains.
The scheme’s tenure has been extended to fiscal year 2033–34 for companies approved under Round 4. Companies participating in Rounds 1, 2 or 3 may migrate to Round 4 if they have neither claimed nor received an incentive; they must withdraw their existing applications before migrating.
Eligible products and application process
The ₹100 crore minimum turnover threshold applies to the scheme’s second category, or Part 2. The change broadens the turnover threshold for eligible applicants, including mid-sized manufacturing units and Micro, Small and Medium Enterprises (MSMEs). Applications can be submitted through the Ministry of Textiles’ online portal at pli.texmin.gov.in during the stated window.
Round 4 is for eligible companies investing in the production of specified MMF apparel, MMF fabrics and technical textiles. Technical textiles are textile materials and products designed primarily for functional performance rather than conventional clothing or furnishings.
Textile exports and sector data
India’s textile and apparel exports, including handicrafts, reached ₹3.25 trillion in FY26, compared with ₹3.20 trillion in FY25, an increase of 1.8%. Man-made fibre textile exports rose 3.3% to ₹46,254 crore, while ready-made garment exports increased 2.9% to ₹1.39 trillion. The Directorate General of Commercial Intelligence and Statistics compiles India’s official trade statistics.
