In industrial policy, MoUs are used by state governments to attract private capital, create industrial clusters, and expand sector-specific manufacturing and services.

The 97 MoUs cover greenfield and brownfield investments across automotive, renewables, life sciences, electronics, data centres, and research and development. Greenfield projects involve new facilities on undeveloped land, while brownfield projects involve expansion, redevelopment, or reuse of existing industrial sites.
