Modi Launches Five Development Projects Worth ₹3,350 Crore in Ladakh
On 15 October 2026, Prime Minister Narendra Modi virtually inaugurated or dedicated five development projects in Ladakh, valued at approximately ₹3,350 crore. The package covers transport connectivity, power infrastructure, cultural heritage conservation and water security. The initiatives include an airport terminal, a road through the Zanskar Valley, energy projects, a petroglyph park and water bodies developed under Project Him Sarovar.
Infrastructure and Connectivity
The New Passenger Terminal Building at Kushok Bakula Rimpochee Airport in Leh was constructed at a cost of ₹640 crore. Spread across 23,800 square metres, it is designed to handle 35 lakh passengers annually and uses geothermal energy for improved energy efficiency. The 298-kilometre Nimmu-Padum-Darcha Road, built by the Border Roads Organisation (BRO), provides an alternative road corridor to Ladakh through the remote Zanskar Valley. The BRO is a road-development organisation under the Ministry of Defence and undertakes infrastructure work in border areas.
Petroglyph Conservation
India’s first Petroglyph Conservation Park was inaugurated at Sindhu Ghat in Leh. Petroglyphs are images or designs carved, pecked or engraved into rock surfaces; Ladakh contains prehistoric rock carvings that form part of its archaeological heritage. Lieutenant Governor Vinai Kumar Saxena laid the park’s foundation stone on 18 April 2026, observed as World Heritage Day. By 29 June 2026, ancient carvings were being systematically relocated from vulnerable sites across Ladakh, and the park was targeted for completion by September 2026.
Energy and Water Security
The nine-megawatt Hanu Small Hydroelectric Project and the 66-kilovolt, double-circuit Dah-Hanu-Khaltsi Transmission Line were among the inaugurated power infrastructure projects. Hydroelectric projects generate electricity using water flow, while transmission lines carry electricity from generating facilities to distribution networks. The Prime Minister also inaugurated 40 water bodies developed across 40 villages under Project Him Sarovar. The project’s water bodies form part of the development package’s water-security initiatives.
