Ministry Mandates Audit Framework for Multi-State Cooperatives
On 14 October 2026, the Ministry of Cooperation mandated the Multi-State Co-operative Societies (Auditor’s Report) Order, 2026 (MSCARO, 2026). It prescribes a uniform audit-reporting framework for Multi-State Cooperative Societies (MSCS), with structured reporting on financial, administrative, governance and statutory matters.
Legal Framework for Multi-State Cooperatives
The framework was issued under Section 73(6) of the Multi-State Co-operative Societies Act. The 2023 amendment to the Act empowered the Central Government to prescribe auditing and accounting standards for multi-state cooperative societies. These societies operate across state boundaries and are registered under the central legislation governing their registration and functioning. The Ministry gathered inputs from the Reserve Bank of India (RBI), the Institute of Chartered Accountants of India (ICAI), the Comptroller and Auditor General of India (CAG), and multi-state cooperative societies. MSCARO, 2026 is modelled on the Companies (Auditor’s Report) Order (CARO), which applies to companies.
Audit Scope and Reporting Requirements
Auditors must use a standardised format with clear Yes/No responses and remarks. The framework requires reporting on non-performing assets (NPAs), overdue loans, liquidity positions, deposits, advances, repayment defaults and borrowings. It also requires audit-level verification of cybersecurity safeguards and anti-money laundering compliance. The reporting system covers key financial and governance parameters as well as statutory compliance. Its stated objectives include early detection of financial stress and irregularities, protection of members’ funds, and stronger financial discipline and accountability within societies.
Phased Coverage and Regulatory Oversight
Implementation begins in financial year 2026–27 with larger societies whose gross receipts, aggregate deposits and borrowings, or loans and advances exceed ₹1,000 crore. From financial year 2028–29, the threshold is set to fall to ₹250 crore. The Ministry has also stated a long-term objective of extending coverage to societies whose financial parameters exceed ₹50 crore. Standardised audit information is to be integrated with the Central Registrar of Cooperative Societies (CRCS) Portal. The proposed technology-based monitoring includes automated scrutiny, regulatory dashboards, risk scoring and artificial intelligence-based analytics. Audit observations will enable the Central Registrar to identify higher-risk societies for focused inspections and interventions.
