E-Samudra Launched for Maritime Governance Digitisation

E-Samudra is a digital platform launched on 8 August 2026 in Mumbai for the digitisation of maritime governance in India. The platform functions as a single digital window for services related to seafarers, shipping companies, and ports, with real-time tracking and online payments.

E-Samudra and Maritime Administration

The Ministry of Ports, Shipping and Waterways developed E-Samudra with CMS Computers India Ltd as the technology partner. The portal integrates more than 72 services and supports paperless processing under Government of India cybersecurity policies.

The Directorate General of Maritime Administration also presented e-NAVIK, a 24×7 grievance redressal system, and the Digital Seafarers Employment Agreement, known as d-SEA. These digital tools are part of the wider maritime administration framework in India.

Seafarer Workforce in India

India’s active seafarer workforce increased from about 1.03 lakh in 2013 to more than 3.23 lakh by 8 August 2026. India is the world’s second-largest supplier of seafarers, a position linked to its maritime training and employment ecosystem.

Seafarers are maritime professionals employed on merchant ships, passenger vessels, and other sea-going craft. Their work is regulated through employment agreements, welfare measures, and port-based administrative systems.

Related Maritime Initiatives and Welfare Measures

E-Samudra aligns with Maritime India Vision 2030 and Maritime Amrit Kaal Vision 2047, which are national maritime policy frameworks. The government also linked the platform with Ease of Doing Business in the maritime sector.

Supportive welfare schemes include Sagar Mein Yog for physical and mental wellness and Sagar Mein Samman for female maritime professionals. The Ship Registration Module of eSamudra was launched on 31 May 2026 during the 37th-anniversary celebrations of the Jawaharlal Nehru Port Authority.
