Centre Redefines Ganga Floodplain Norms

The Union Jal Shakti Ministry issued the River Ganga (Rejuvenation, Protection and Management) Authorities (Second Amendment) Order, 2026 on 7 August 2026, and the order was published in the official Gazette on 10 August 2026. The amendment revised the floodplain framework for the Ganga and its tributaries under the National Mission for Clean Ganga.

Floodplain Zoning of the Ganga

The amendment defined the “Active Floodplain” of the Ganga and its tributaries for the first time as areas inundated during a flood with a one-in-five-year return period. The order retained strict building prohibitions in this zone, with limited exceptions for minor temporary structures such as religious events.

The order also created a “Regulatory Zone” for areas flooded once every 5 to 25 years. Construction in this zone is permitted only after obtaining official clearances.

A “Warning Zone” was introduced for outer-periphery areas subject to rare flooding with a 25-to-100-year frequency. Construction activities in this zone are also allowed subject to clearances.

Original 2016 Order and Amendment Structure

The original 2016 order contained a blanket “no-construction” clause for the floodplain area. The 2026 amendment replaced that blanket restriction with a stratified, approval-based regulatory regime.
