Unified Portal of Central Bureau of Narcotics

The Unified Portal of Central Bureau of Narcotics was recently launched to facilitate the ease of doing business of Narcotic Drugs and Controlled Substances in India. The launch of this portal is expected to be a significant stepping stone towards achieving better compliance and transparency.

Unified Portal: A Game-Changer

The Unified portal is calibrated to have database integration and ingestion with other government services, including Bharat Kosh, GST, PAN-NSDL validation, e-Sanchit, and UIDAI. It will provide a single point service for obtaining licenses from CBN and facilitate secure, user-friendly, and transparent operations. Exporters, importers, and manufacturers of Narcotic Drugs and Controlled Substances are expected to be the primary beneficiaries of the Unified portal. The portal is designed to support and harbor user-friendly, secure transactions, and cloud-based storage, thus simplifying the process of obtaining various licenses such as Import Certificates, Export Authorizations, No Objection Certificate for various NDPS and controlled substances, manufacturing licenses, and Quota Allocation of Narcotic Drugs in smooth, hassle-free, and transparent operations.

Reduced Processing Time

The Unified portal eliminates the need for physical interaction, reducing the processing time drastically. This will leverage a significant reduction in the processing time and conserve the resources of the trade for other fruitful business activities.

The Primary Objective of CBN

CBN is a central government organization that regulates the international trade of Narcotic Drugs, Psychotropic Substances, and Precursor Chemicals. The NDPS Act, 1985, provides the legal framework for regulating Narcotic Drugs, Psychotropic Substances, and Controlled Substances in India.

Potential of Narcotic Drugs and Controlled Substances

Narcotic Drugs and Controlled Substances have strong medicinal, scientific, and industrial use, but they also have the potential for diversion for illicit use. Striking a balance between their availability for legitimate purposes and compliance with the law is a significant challenge.

Digital Platform for Facilitation and Compliance Management

CBN conceptualized the use of a Digital platform as an effective tool to synergize and sustain a balance between facilitation and compliance management. The Unified portal is a significant milestone towards achieving this objective.

Various Licenses Issued by CBN

Import Certificates, Export Authorizations, No Objection Certificate for various NDPS and controlled substances, manufacturing licenses, and Quota Allocation of Narcotic Drugs are the various licenses issued by CBN. These licenses ensure that the substances are being used for legitimate purposes and in compliance with the law.

Faceless and Contactless Interaction

The Unified portal’s mode of interaction is faceless and contactless. Applicants can file applications and raise queries from anywhere and at any time, and the department will respond through the portal.
