Construction Begins at Matunga Site for Dharavi Redevelopment
Construction for the rehabilitation component of the Dharavi Redevelopment Project (DRP) began at the 22-acre Matunga railway site in Mumbai, Maharashtra, after a bhoomi poojan on 12 October 2026. Adani Navbharat Developers Private Limited (ANDPL), the project’s special purpose vehicle (SPV), is implementing the work.
Project scale and implementation
The Matunga site plan includes 10 towers with 10,432 rehabilitation apartments and 1,379 commercial and industrial units. The towers are scheduled for handover to the DRP and the Slum Rehabilitation Authority (SRA) in three phases: five by March 2029, two by August 2029 and the final three by August 2030.
Each tower is planned to have 37 to 39 storeys. The wider DRP covers nearly 600 acres in Mumbai and is planned as a mixed-use township with housing, shops, schools, healthcare facilities, parks, public transport and other social infrastructure. Essential services are planned within a 15-minute walk.
Rehabilitation and building facilities
Eligible Dharavi residents are to receive 350-square-foot homes under the in-situ rehabilitation scheme. Under the Maharashtra Slum Rehabilitation Act, each eligible resident is to receive one rehabilitation unit, irrespective of the number of tenements owned. The project plan provides kindergartens, community halls, podium gardens, sit-out areas, society offices and places of worship in the towers.
The buildings are planned to have passenger and fire elevators, with additional elevators serving commercial and industrial units. ANDPL will maintain the buildings and shared infrastructure for 10 years after handover. Ten per cent of the commercial space in each rehabilitation building is reserved to generate revenue for common infrastructure upkeep.
Project context and public facilities
The Dharavi Experience Centre, a 22,500-square-foot facility, was inaugurated on 2 October 2026. It includes sample homes, a 3D walkthrough and interactive displays on housing, workplaces, amenities, transport and open spaces. The wider redevelopment plan includes approximately 1.25–1.5 lakh new homes for about 10 lakh Dharavi residents. The Adani Group was selected as the project’s winning bidder in November 2022, with an initial investment commitment of ₹5,069 crore.
