BHASHINI Uses Voice-First Multilingual AI in Mussoorie

The Digital India BHASHINI Division (DIBD), under the Ministry of Electronics and Information Technology (MeitY), deployed BHASHINI’s Shrutlekh platform at a National Centre for Good Governance (NCGG) capacity-building programme in Mussoorie. The programme on urban service delivery for civil servants from multiple countries runs from 12 to 23 October 2026. Shrutlekh facilitated real-time, two-way translation between English and Spanish during an introductory session.

Voice-First Multilingual AI

BHASHINI’s voice-first approach uses speech-based language technologies to facilitate communication across languages. Relevant technologies include automatic speech recognition, machine translation and text-to-speech conversion. Automatic speech recognition converts spoken language into text, while machine translation transfers text or speech from one language to another. Text-to-speech technology generates spoken audio from written text. At the Mussoorie programme, BHASHINI’s team introduced participants to its multilingual AI capabilities and mobile application. The participating civil servants and public-sector representatives came from Peru, Cambodia, Nigeria, Kenya, Palestine, Lebanon, The Gambia, Ecuador and Spain.

Institutions and International Capacity Building

NCGG organised the programme under the Department of Administrative Reforms and Public Grievances (DARPG), with sponsorship from the Ministry of External Affairs (MEA). The programme forms part of India’s international capacity-building activities through the Indian Technical and Economic Cooperation (ITEC) Programme. ITEC is a capacity-building initiative of the MEA that offers training and technical cooperation to partner countries. The programme’s stated focus is urban service delivery for civil servants from multiple countries. NCGG conducts capacity-building programmes for civil servants and supports governance-related research and knowledge exchange.

BHASHINI’s Language Coverage

BHASHINI-enabled language technologies are integrated across 2,353 government platforms, including more than 800 government websites. The stated coverage includes text services in 36 Indian languages, voice services in 23 Indian languages and support for 35 international languages.
