Andhra Pradesh Launches Mee Bhoomi Blockchain Pilot

Andhra Pradesh launched the Mee Bhoomi–Blockchain pilot project on 23 July 2026 for digital land record management. The project uses blockchain technology to create a tamper-proof platform for land information across departments and to integrate records from the revenue, survey and registration departments.

Blockchain in Land Administration

Blockchain is a distributed digital ledger system in which records are stored in linked blocks and protected through cryptographic methods. In land administration, blockchain can assign a unique digital identity to each land parcel and record transactions in a permanent ledger with controlled access.

Project Design and Technology

The pilot was jointly developed by the National Informatics Centre, Andhra Pradesh, and the Centre of Excellence in Blockchain Technology at NIC Bengaluru. The system uses Hyperledger Fabric, an enterprise blockchain framework used for permissioned networks and authenticated data sharing. The platform is designed to halt transactions automatically when discrepancies appear in land records. Modifications to records are possible only through authorised online services, which are part of the system architecture.

Pilot Coverage and Citizen Services

The pilot is being implemented in seven mandals across seven districts: Aspari in Kurnool, Penumuru in Chittoor, Repalle in Bapatla, Gannavaram in Krishna, Kadiyam in East Godavari, Gummalakshmipuram in Parvathipuram Manyam, and Kothavalasa in Vizianagaram. The first phase covers 89 re-survey villages and 1,37,763 land parcel maps. The platform will initially provide eight citizen services, including auto-mutation, subdivision of land parcels and extent correction. Auto-mutation is a land record update process linked to transfer of ownership after registration.

Departmental Access and Record Integration

Secure access to authenticated land information will be available to departments such as agriculture, fisheries, mines, industries, energy and CRDA. Financial institutions will also use the platform for verified land data in service delivery and record checks.
