Government Strengthens SMILE-Beggary Rehabilitation Framework

The Government of India has placed the SMILE-Beggary scheme under a wider rehabilitation framework for persons engaged in begging. The scheme was launched on 23 October 2023 and is implemented by the Ministry of Social Justice and Empowerment.

SMILE-Beggary Scheme

SMILE stands for Support for Marginalised Individuals for Livelihood and Enterprise. The beggary component of the scheme covers rehabilitation, shelter, education, skill development, and family reunification for persons rescued from begging.

Financial Allocation and Coverage

Between 23 October 2023 and 31 July 2026, a total of ₹45.59 crore was released under the scheme. Of this amount, ₹40.04 crore was allocated directly to implementing authorities and cities. The scheme is operational across 216 major cities and towns in India.

Beneficiary Rehabilitation Data

Up to 31 July 2026, a total of 10,446 persons were rehabilitated under the SMILE-Beggary framework. This total included 7,622 adults and 2,824 children. Among the children rehabilitated, 1,549 were reunited with their families, 309 were placed in Anganwadi Centres, 676 were admitted to schools, and 290 were referred to the Child Welfare Committee.

Rehabilitation Model for Adults and Children

Adult beneficiaries under the scheme receive vocational training in activities such as gardening, cooking, tailoring, and e-rickshaw operations. Children rescued under the scheme are provided age-appropriate care and schooling, and they are not sent for vocational training.

Implementation Targets

The approved implementation target is to rehabilitate 35,000 persons engaged in begging between the financial years 2026 and 2031. The scheme also plans to expand coverage to 295 cities by the financial year 2030-31.
