Centre Approves German Funding Proposal for Telangana Urban Initiative

The Department of Economic Affairs (DEA) screening committee approved a proposal for ₹5,000 crore in external assistance from Germany’s development bank KfW for the Telangana Climate Resilient Urban Transformation Initiative (Telangana-CRUTI) on 9 October 2026. The programme is estimated to cost ₹7,143 crore, with the Telangana government contributing ₹2,143 crore.

Warangal sewerage project

A major component is the Greater Warangal Municipal Corporation’s Comprehensive Sewerage and Wastewater Management Transformation Project, estimated at approximately ₹5,257 crore. It proposes an underground sewerage network, upgraded wastewater treatment facilities and reuse of treated wastewater. A sewerage network collects and conveys wastewater to treatment facilities, where contaminants are removed before discharge or reuse.

Programme components and implementation

Telangana-CRUTI will support 24-hour water supply, stormwater management, waterbody rejuvenation, integrated solid waste management, blue-green infrastructure and sustainable mobility in selected Urban Local Bodies (ULBs). The Telangana Urban Finance and Infrastructure Development Corporation (TUFIDC) is the programme’s implementing agency, while the Ministry of Housing and Urban Affairs (MoHUA) is the nodal ministry.

MoHUA recommended project-specific Detailed Project Reports (DPRs) and technical appraisal before signing the loan agreement. NITI Aayog recommended a clearer project-prioritisation framework and urban governance reforms; the State government accepted these recommendations. The programme also plans convergence with AMRUT 2.0, Swachh Bharat Mission (Urban) 2.0 and the Urban Challenge Fund.

Urban governance and constitutional framework

The 74th Constitutional Amendment Act, 1992, provided constitutional recognition to urban local bodies and added Part IXA to the Constitution. Article 243W empowers State legislatures to assign functions to municipalities. The Twelfth Schedule lists 18 municipal functions, including water supply, public health, sanitation and solid-waste management.
