TRAI Launches Digital Connectivity Rating Platform

The Telecom Regulatory Authority of India (TRAI) launched an integrated Digital Connectivity Rating (DCR) platform and a dedicated mobile application in New Delhi on 25 September 2026. The platform rates and certifies in-building mobile and internet connectivity in residential, commercial, and government properties.

Digital Connectivity Rating Framework

The Digital Connectivity Rating framework is prescribed under the Telecom Regulatory Authority of India (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended in May 2026. The framework covers properties that can be assessed for digital connectivity through a standardised rating process.

Assessment Parameters and Certification

The rating methodology uses parameters such as fibre readiness, mobile network availability, in-building connectivity solutions, and Wi-Fi infrastructure. The platform issues digitally signed rating certificates that can be verified through a QR code.

• Fibre readiness refers to the availability of fibre-based infrastructure for broadband connectivity.
• Mobile network availability covers the presence of cellular signal inside a property.

Registration, Search and Field Assessment

Property managers of public, government, commercial, and private properties can register their properties and apply for a DCR. Registered Digital Connectivity Rating Agencies (DCRAs) conduct the assessments, and authorised personnel use the mobile application for field testing and recording results.

Consumers can search rated properties by name, certificate ID, or location and compare the available ratings on the platform. The mobile application supports on-site measurement of in-building connectivity during the assessment process.
