Telangana requires permission for new borewells in the CURE area

On 4 November 2026, the Telangana government said new borewells cannot be drilled in the CURE area without permission. Guidelines issued under Government Order 259 will remain in force until 31 July 2027.

Approvals and post-drilling requirements

Group housing, apartment, commercial and industrial infrastructure projects, packaged drinking-water units, bulk water suppliers and other specified users must obtain a no-objection certificate under the 2023 groundwater-use rules before drilling. Within 15 days of completing an approved borewell, the rig operator must submit a well-completion report to the designated official. The borewell must also be registered with the mandal tahsildar.

Groundwater cannot be used for gardening, construction, landscaping, road cleaning or other non-drinking purposes. Only treated wastewater supplied by the water board may be used for these activities.

Important Facts for Exams

  • Borehole completion: A water borehole is typically fitted with a casing and well screen, which help prevent collapse and keep surface contaminants out.
  • Recharge limit: Over the long term, groundwater consumption cannot sustainably exceed the average recharge from infiltration and stream inputs.
  • State water jurisdiction: India's Constitution places water supplies, irrigation and canals mainly in the State List, while Parliament has powers concerning regulation of inter-State rivers.
  • National groundwater regulator: At Union level, the Central Ground Water Authority was constituted under the Environment (Protection) Act, 1986, to regulate groundwater development and management.
