Tamil Nadu Moves Resolution Seeking Freeze on Lok Sabha Strength at 543

Tamil Nadu moved a government-sponsored resolution in the State Legislative Assembly in Chennai on 12 August 2026 seeking a permanent freeze on the Lok Sabha strength at 543 seats. The resolution also asked the Union government to retain the existing proportional representation of seats and to avoid any reduction in the parliamentary weightage of states that have implemented population control measures.

Lok Sabha Strength and Delimitation

The Lok Sabha is the directly elected lower House of Parliament under Article 81 of the Constitution of India. Its present sanctioned strength is 543 elected members, excluding nominated members, and this number has remained unchanged since the 1977 delimitation based on the 1971 Census. Delimitation is the process of redrawing territorial constituencies for the Lok Sabha and State Legislative Assemblies on the basis of population data.

The Tamil Nadu resolution linked future delimitation to the principle of proportional representation. It stated that states with lower population growth should not face reduced representation in Parliament because of successful family welfare and population stabilisation programmes.

Women’s Reservation and Parliamentary Ratio

The resolution called for immediate implementation of 33 per cent reservation for women in the 2029 Lok Sabha election and in subsequent State Legislative Assembly elections. It also sought calculation of the quota on the basis of the existing 543 constituencies.

The Assembly resolution demanded that the current representation ratio between the Lok Sabha and the Rajya Sabha remain at 2.2:1. The Rajya Sabha is the upper House of Parliament and represents the States and Union territories through elected members.

Tamil Nadu Assembly and Consultative Meeting

Before the resolution was moved, the Chief Minister convened a consultative meeting of Tamil Nadu Members of Parliament at Kalaivanar Arangam in Chennai on 8 August 2026. The meeting was held in the context of the Union government’s proposed delimitation exercise.

Tamil Nadu has 57 Members of Parliament in the Lok Sabha and the Rajya Sabha combined. Attendance figures for the meeting varied between 19 and 20 MPs, while several MPs from the DMK and the AIADMK did not attend.
