Mizoram Launches MIWAS, e-Sanction, e-Budget and DBT
Mizoram Chief Minister Lalduhoma launched four digital financial management initiatives on 15 October 2026 at the Chief Minister’s Office in Aizawl. The initiatives—MIWAS, e-Sanction, e-Budget and 100% Direct Benefit Transfer (DBT)—are being implemented under the state’s Finance Department.
Digital Public Financial Management
Public financial management covers government budgeting, expenditure authorisation, accounting and financial reporting. Mizoram’s initiatives digitise processes relating to works accounts, budget proposals, expenditure sanctions and scheme payments. An Integrated Financial Management Information System (IFMIS) is a digital platform used to manage public financial processes. In Mizoram, the e-Budget and e-Sanction modules operate through IFMIS, and beneficiaries can track payment status through the system.
MIWAS, e-Budget and e-Sanction
The Mizoram Integrated Works Accounts System (MIWAS) is designed to streamline works accounts across six departments. These include the Public Works Department (PWD), Public Health Engineering (PHE), and Power & Electricity (P&E). The system supports reconciliation of expenditure figures and submission of vouchers. The e-Budget module allows departments to prepare and submit budget proposals online through IFMIS. The e-Sanction module processes expenditure-sanction proposals electronically and provides for their online forwarding. The system’s budget-allocation checks are intended to prevent expenditure beyond available allocations.
Direct Benefit Transfer and Implementation
Direct Benefit Transfer refers to the electronic transfer of government benefits into beneficiaries’ bank accounts. Under Mizoram’s 100% DBT initiative, payments for state schemes are transferred after Treasury approval. The schemes include Thlai Thar Leina, Bana Kaih and Power Subsidy. The Finance Department and ICT Department worked on the digital financial infrastructure with Interlace India Pvt. Ltd. and the Centre for Development of Advanced Computing (C-DAC).
