India Expands Global Anti-Drug Cooperation

India hosted the BRICS Heads of Anti-Drug Agencies Meeting in Guwahati, Assam, on 6-7 July 2026. The meeting covered cooperation against narcotics trafficking, synthetic drugs, precursor diversion, darknet-linked trafficking, and crypto-based trafficking.

BRICS Anti-Drug Cooperation

The BRICS Heads of Anti-Drug Agencies Meeting is a ministerial-level or senior-official-level platform for cooperation among BRICS members on narcotics control. India proposed a dedicated BRICS Virtual Working Group for real-time intelligence exchange, analysis of trafficking patterns, and coordinated joint law enforcement operations.

Guwahati Declaration and Priority Areas

The BRICS nations adopted the Guwahati Declaration on 7 July 2026. The declaration calls for timely exchange of information, intelligence, and best practices among member countries, along with the use of innovative technologies and data-driven approaches. The 2026 meeting focused on three priority areas. These were combating synthetic drugs and precursor diversion, strengthening intelligence sharing and operational coordination, and capacity building and institutional cooperation.

India’s Narcotics Control Framework

India held the BRICS Chairship in 2026 with the theme “Building for Resilience, Innovation, Cooperation and Sustainability”. The Narcotics Control Bureau is the nodal agency for coordination of drug law enforcement in India under the Narcotic Drugs and Psychotropic Substances framework. India unveiled its Vision Document on Narcotics Control (2026–2029) on 26 June 2026. The document has four pillars: Enforcement, Intelligence and Operations; Precursors and Synthetic Drug Control; Demand and Harm Reduction; and Capacity Building, Coordination and Monitoring.

International Agreements on Drug Trafficking

As of 16 December 2025, India had signed bilateral agreements with 27 countries and Memorandums of Understanding with 19 countries for cooperation against illicit trafficking of Narcotic Drugs and Psychotropic Substances. Such agreements are used for information sharing, operational coordination, and legal cooperation in cross-border drug cases.
