Delhi Development Authority Approves Delhi Master Plan 2047

The Delhi Development Authority approved the draft Master Plan for Delhi-2047 on 12 August 2026. The plan replaces the earlier draft Master Plan for Delhi-2041 and aligns with the Central Government’s Viksit Bharat @ 2047 vision.

Master Plan for Delhi

The Master Plan for Delhi is a statutory land-use and development document for the National Capital Territory of Delhi. It covers zoning, housing, transport, infrastructure, environmental safeguards, and urban expansion within the planning framework of Delhi.

Key Planning Changes

The approved draft permits commercial construction in 70 peripheral villages along the edges of Delhi. It also relaxes developmental protections on a portion of the Yamuna floodplain and includes a change in land use for a metro depot for the Rithala-Kundli corridor in Narela. The DDA also approved a uniform policy for the reconstruction and redevelopment of structurally deficient DDA-built two-storey dwelling units that are more than 50 years old. Under this policy, such units receive redevelopment rights equal to vacant residential plots.

Land Pooling and Building Rules

The land pooling rules were eased to allow landowners to approach the DDA directly for development planning. The earlier 2019 requirement that 70% of landowners in a sector must form a cooperative consortium was removed. The DDA also approved amendments to the Unified Building Bye-Laws, 2016. The amendments are intended to simplify procedural requirements and streamline the building plan approval process.

Approval Process and Administrative Context

The approval meeting was chaired by Delhi Lieutenant-Governor Taranjit Singh Sandhu and attended by DDA Vice-Chairman N Saravana Kumar. The next administrative step is the submission of the draft to the Union Ministry of Housing and Urban Affairs for final notification. The earlier draft Master Plan for Delhi-2041 was cleared by the DDA on 28 February 2023. It remained pending and missed several notification deadlines set by the Central Government.
