Bihar launches UPYOG portal for online municipal services

Bihar Chief Minister Samrat Chaudhary launched the UPYOG portal on 1 November 2026 at Sankalp Sabhagar in Patna. The portal was launched under the National Urban Digital Mission to provide municipal services online to residents.

Online services and rollout

Residents can apply online for building-plan approval and receive a digital certificate. The portal has also opened processes for trade licences and new water and sewerage connections.

In the first phase, 10 of 19 key modules went live. These include modules for advertisement and asset management, vehicle fleets, municipal accounts, materials and public grievance redressal. Chaudhary said the plan had been implemented across Bihar’s 264 urban local bodies.

Important Facts for Exams

  • Citizen-facing model: E-government classifies government-to-citizen (G2C) services as a delivery model, including websites where citizens can obtain forms and government information.
  • Municipal devolution: The 74th Constitutional Amendment inserted Part IX-A, while Article 243W leaves state legislatures to endow municipalities with powers and responsibilities.
  • Twelfth Schedule functions: The Twelfth Schedule lists 18 potential municipal functions, including urban planning, land-use regulation, water supply and public health; state laws determine actual devolution.
  • Building-control framework: MoHUA's Model Building Bye-Laws 2016 offer a reference framework, but states and urban local bodies enact or adapt enforceable local building rules.
