Village with no original raiyat and no village head
The Santhal Parganas Tenancy (Supplementary Provisions) Act, 1949, defines a "special village" or "khas village" in Section 4(ix) as one with no mulraiyat (original raiyat) and no village headman. The Act protects tribal land rights in Santhal Parganas districts such as Dumka, Sahibganj, Godda, Deoghar, and Pakur. This dual absence distinguishes a special village under the law.
