Article 317(1) of the Indian Constitution states the Chairman of a State Public Service Commission can be removed only by order of the President. The President acts on grounds of misbehaviour determined after a Supreme Court inquiry under Article 145. Clause 317(3) allows the President to remove the chairman for insolvency or paid employment outside official duties. The governor appoints the chairman but cannot remove, only suspend pending inquiry. This procedure ensures commission independence across all states.
