Notes: The Home Rule Movement waslaunched under the leadership of Annie Besant and Bal Gangadhar Tilak. Tilak constituted the first home rule league at Belgaum in April, 1916. Annie Besant founded the second Home Rule league at Adyar Madras in September 1916. In 1917, Annie Besant was arrested. She was the first woman president of the Kolkata session of INC in 1917.
