The 73rd and 74th Constitutional Amendment Acts were enacted in 1992. They empowered Panchayati Raj Institutions and devolved powers to Gram Sabhas. These amendments enhanced tribal self-governance in scheduled areas under the Panchayats (Extension to Scheduled Areas) Act, 1996. They protected tribal land rights against exploitation and facilitated decentralized local governance in Jharkhand. These Acts contributed to institutionalizing grassroots democracy in tribal regions of Jharkhand, unlike other amendments which did not provide similar provisions.
