Notes: Sir Edwin S. Montagu was the Secretary of State for India from 1917 to 1922. In the year 1917, he met the then viceroy of India Lord Chelmsford. Through his declaration, he wanted to introduce limited self-government to India and the protection rights of minority communities. In the year 1918, it was received by the cabinet and implemented through the Government of India Act 1919.
