The word “sovereignty” means the supreme power of the state over all individuals and associations within its own territorial limits. The Pluralist theory maintains that the claim of the state to superior authority cannot be taken for granted. The state enjoys a privileged position in the sense that its jurisdiction is compulsory over all individuals and associations within its fold. It is equipped with coercive powers so that it can punish those who defy its commands. But the state must justify the exercise of its special powers.
