Notes: The four-tier structure of the Panchayati Raj was ceremonially inaugurated in West Bengal on 2nd October, 1964. It included Gram Panchayat, Anchal Panchayat, Anchalik Parishad and Zila Parishad. The reform of the established four-tier panchayat system emerged in West Bengal on two grounds, one of implementation failure and the other on political naivety. The village people had no active part in it and the panchayat bodies as a result became lifeless and inactive.
