Muhammad bin Tughlaq launched a scheme to extend and improve cultivation in the Doab. He set up a department called Diwan-i-Amir-i-Kohi. The area was divided into development blocks headed by an official whose job was to extend cultivation by giving loans to cultivators and to induce them to cultivate superior crops-wheat instead of barley, sugarcane instead of wheat, grapes and dates instead of sugarcane etc. But, this scheme failed largely because the men chosen for the purpose proved to be naïve and corrupt. Money was misappropriated. Before, Muhammad could take any action against these officials, he died. His successor, Firuz wrote off those loans.
