These are Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Odisha, and West Bengal. This count excludes union territories such as Daman & Diu, Lakshadweep, Puducherry, and Andaman & Nicobar Islands. The number is based on India’s current 28 states as of 2023.
