International organizations such as the World Bank and United Nations use per capita income, literacy rates, and health indicators as core measures of a country's development. Health indicators include life expectancy and infant mortality rate. Average literacy rate represents education level. Per capita income reflects economic output. These three metrics form the basis of the United Nations Human Development Index since 1990.
