In 1944 Shriman Narayan Aggarwal introduced a plan whose basic elements followed the Gandhian principle and was a modest kind of plan. It is known as Gandhian Plan, as it was based upon Gandhian philosophy. The outlay of the plan was estimated to be Rs. 3,500 crores only and it sought to set up a decentralized economy with self-sufficient villages and industrial production. It laid emphasis on small-scale industries and agriculture.
